Discussion Points:

Chaos pointed out that there have been 12 candidates who applied to be a treasury wallet signer; among them, at least 7 possess a hardware wallet
The question of the process of nomination was raised, and it was acknowledged that the council will nominate the candidates as per the written proposal here.
A question of whether or not being a signer is a paid role or not, it was agreed that the role came with a $100 monthly payment, but the signer could decide to waive this if they wanted to.

Discussion Points:

Chaos introduced the topic of what would be the most optimal parameters for the council voting stage.
Leet_joy suggested a sort of voting on which parameters the community would prefer, this voting was proposed to be held on Discord.
Bedeho proposed that the process start with a pre-proposal thread as the topic in question is a delicate one and should be carefully thought through.
